for 0.02 level ; critical value is z=-2.0537

std error =std deviation/(n)1/2 =0.1556

test stat z=(X-mean)/std error =(31.7-32)/0.1556=-1.9285

as test stat z is not in rejection region we can not reject null hypothesis.

we can not conclude  at a .02 level of significance that the boxes of dog food are being under filled
