The management problem is the absence of inspection stickers. The drivers who have operating motor vehicles but don't have a valid inspection sticker is the management problem. It is dependent variable and its dependent on how many vehicles are stopped by the sheriff. So the number of Vehicles stopped by the sheriff is the independent variable.
The hypothesis can be designed as follows:
H0: Number of vehicles not having valid inspection stickers is close to half of the number of traffic stops.
H1: Number of vehicles not having valid inspection stickers is not equal to half of the number of traffic stops.
or H1: Number of vehicles not having valid inspection stickers is less than half of the number of traffic stops.
or H1: Number of vehicles not having valid inspection stickers is more than half of the number of traffic stops.
