The voltage vs time graph in RC circuit is exponential but not linear, because with time, the charge on the capacitor builds up, causing resistance in the motion of further current, and hence with time this resistance to current from charge on capacitor keeps on increasing and the voltage keeps on building up slowly in the capadcitor, the increase in voltage decreasing over time and hence the exponential graph of voltage vs time

as the time constant depends on both on resistance and the capacitance, so changing thevqalue of resistor does change the value of the time constant. The final voltage does depedn on the resistor, as potential drop acroiss the resistor affects the final voltage as well
