1) The ist top is simply rotating about central vertical axis but second top is precessing about this axis.Precession is a change in the orientation of the rotational axis of a rotating body.So it will have angular velocity as well as spin velocity.but the ist top has only angular velocity.
2)The force on current carrying coil will be perpendicular to the diretion of current and that of magnetic fiels so the motion will be along the force. But in case of electrons the motion will be spiral or linear depending on the way electron ir projected into the maagnetic field.
