The residents of community are many fourth generation families, therefore, have relied on local healthcare practices and the hospital for many years. The hospital is a standalone non-profit organization. There are two hospitals within a twenty-five mile radius. The first hospital is a fore-profit organization and highly recognized for both cardiac care and recently for trauma care. The hospital is a member of one of the largest health care corporations in the country. The second hospital is a fore-profit hospital which is a member of a prominent health care system in South Carolina. The two that are competitors to Memorial by virtue of their affiliations have greater financial resources and are able to have greater “purchasing” power for material and salaries for human resources.

At the rehabilitation programs- specialised breathing techniques, advanced medications, proper nutrition, methods of relaxation, oxygenintake methods , exploring &traveling, and how to do everyday tasks with less shortness of breath, and how to stay healthy and avoid COPD exacerbations can be taught and propagated. The patient can also learn how to cope up with the changes that often come with COPD - depression, panic, anxiety, and others. As a bonus interactive sessions can be conducted or clubs can be made so that a patient also meets people with COPD who have many of the same experiences, questions and feelings that they do.
Probability of success can be defined in terms of the number of successful cases reported and it is the proportionate number of people who feel better after joining the pulmonatry rehabilitation program. If the Pulmonary rehabilitation program is employed and improved the probability of success is expected to go up. Lets say we target a probability of success equal to 0.5 percet based on our recommendations i.e of all the people admitted into the pulmonatory rehabilitation program we expect atleast half of them to see significant improvemrnt in their conditiond after the program.
