My take on it:

Adding the number of integers (in this case, 14) and taking subtracting the number of integers within the from the total number of integers (14-2=12) so then the probability would be 12/14. But my question is, is this right? If it is, what about the numbers with decimals? This question didnt specify whether each sample was taken as strictly integers?

For a distribution, middle 50% data values lies between Q1 and Q3. And 25% data values, greater than median, lies between median and Q3.

That is 25% data values lies between 9 feet and 11 feet.

So 75% data values lies outside the range of  median and Q3 values (9 feet and 11 feet).

Hence, the probability of choosing a number that is not within the range of median and Q3 values (9 feet and 11 feet) is 0.75.
