(b) Consider this question: "Do you think fines for running stop signs should be doubled?" Do you think the response would be different if the question "Have you ever run a stop sign?" preceded the question about fines?

a) No this expression does not mean same time period or time span for every respondent . It can be 2 years , 3 years , 7 years etc.
It would be precise phrase if we ask . " Over the past 5 years".
b) The response for "Do you think fines for running stop signs should be doubled?" and "Have you ever run a stop sign?" would be same either Yes or No response for both questions.
c) "Do you watch too much television?" for this question if the response is only Yes or No , then more No will be responses as respondents can be biases as the poll is for newspaper .
