The problem can be dealt as a problem of statistics or of definitive mathematics. We will show that whatever be the assumption the answers comes to be the same.

Lets first consider the problem to be of a definitive mathematics , i.e there is no chance involved in the problem (non-probabilistic).

It is known that the claim of the paper is true, hence 36% of all constituents beleive in low ethical standards of the government representative. So in the constituent of 1000 people, 36% of 1000 = 360 people beleive in low ethical standard. So the answer is 360.

From probabilistic viewpoint, let X be a random variable giving the number of people in a constituency of 1000 people who beleive in low standard of government representative. Then X ~ Bin (1000 , 0.36) under assumption that the hypotheses that 36% of all constituency beileives in low ethical standards.

Then the expected number of people beleiving the claim is E(X) = n * p = 1000 * 0.36 = 360.

So the answer is 360.
