Explanation / Answer

A. Batteries should be connected in series. Since the input voltage is 12 only but the requirement is more ie 24 volt.

B. Since the complete rating of battery is not provided so directly can not comment. But if we take only two batteries then step boost converter will be best.

C. It have the same no of components as compare to the buck boost which has almost same voltage boosting level.

It does not have any isolation between input and output.

It can not step down the voptage level if the supply is exceeded(in case more batteries used)
