In a voltage regulation circuit especially using transistors we don't employ ac signal and dc supply only variable dc is applied at the input of this circuit because main function of voltage regulator is to provide constant output voltage irrespective of the variations in supply voltage and load.
I personally think that you are misinterpreting voltage regulator with a small signal amplifier. In a small signal amplifier we provide dc supply to bias our transistor in active mode and then amplify our signal which primarily is an ac signal source.
