Since the company is reliable and provides quality work and even the price is reasonable it is better if the president takes this software . Fot those two points, he can outsource someone or take another small package which contains those two missing criteria. As the amount being taken exempted these two , he will have funds to take another step for those two. But it is advisable to take this software as it benefits in other areas for the company.
