Sol: Let the National average be x

Connecticut per capita income is 38% above national average=C= x+.38x= 1.38x---> 1

Louisiana's per capita income is 28% below national average=L= x-.28x=.72x---> 2

equation 1 divided 2

C/L=1.38x/.72x => C/L=1.9166667 => C=1.9166667 * L

Therefore C(L)= 1.9166667*L
