Data Aggregation is not an unethical practise as such. With the myriads of options available say Linkedin, Facebook etc, data can be easily accumulated.The unethical part is if the data aggregated is of a person which he does not want to disclose. Data compiling and selling has been a long running business since ages and has been a key to Marketing and Selling activities.
The data collected should be legitimate and the seller of the data should be held responsible for the authenticity. Landlord has the authority to do a background check because he will be renting his property which brings in the financial due diligence (every investor does it). Even a neighbour has the full authority to do that but that does not give him to control to rent the property. As a neighbour if something is incorrect, he can inform the landlord or move out in case he has problems. There is no legal obligation on the property as a neighbour.
