I have a scenario that I need help with. You learn during an assessment with a young adult female that she is HIV+, that she does not practice safe sex, and that she has multiple partners, two of who she describes sufficiently to permit their identification. She scoffs at your suggestion that she inform her partners, and at the suggestion that she practice safe sex. She becomes hostile and leaves the assessment before it is complete, and without consenting before it is completed, and without consenting to any release of information to anyone. What choices do I have for this ethical decision? Which Code of Ethics applies to this scenario? Are there any state and federal laws that would govern this situation? Thank you.

Based on the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act we can prosecute the HIV-infected individual who is knowingly exposing another person to HIV.
