I was shamed at my college's Health Services when I asked for safe sex supplies. How can I report this?

I should have not been shamed the way I did for requesting an extra safe sex supply in an environment where I am supposed to also be feeling safe. I am allergic to latex and I asked the receptionist for two extra Female condoms since in the health center they only give one female condom (non-latex) and 5-7 male condoms (all latex) in their envelopes.

I should not have been embarrassed the way I did for requesting something that it's responsible behavior not only for me but for the community in general. I'm sure The Department of Mental Health and Hygiene provides these free items free of charge but that's not even the problem here. The problem is that the two receptionists were dismissive and took other students that came after me (hence I didn't get a chance to explain my latex allergy). But I don't think my allergy would have mattered, they acted as if the condoms were coming out of their salary and asked for my student ID and told me to enter my EMPLID in one of their laptops (laptop was dead, and receptionist showed signs of annoyance). When I asked for three female condoms because I didn't need the male condoms they said "that's all you get" - Jesus! I left extremely embarrassed, humiliated, and with a knot in my throat because I felt as I just had done something wrong. Why this treatment toward students, female or male, who are already hesitant to walk into the Health Center and ask for a product that they promote? I don't think the school dean, or the Health Services director is aware of what's going on.

My question is:

I need help putting a good letter/email together to let, whoever oversees the health division, take a closer look at this issue.

Dear sir/mam

I’m (Your name) and I am studying (year and department). I sending this email regarding the poor service and inappropriate response that I received on (the date) from the college’s Health Services. Two female assistants were on duty when this happened.

Firstly, the two female assistants refused me to serve my request and ignored my when I requested for two female condoms instead of 5-7 male condoms and a female condom. I requested for female condoms because they are non-latex condoms and I’m allergic to latex condoms.

Secondly, I was made to wait while they served all the others who came after me were served. When I asked again when everyone left I was forced to enter my details on the laptop. I asked for three female condoms but they refused to serve me saying that’s all I get.

Thirdly, we all promote safe sex practices and health services division is there to serve the needs of the students as they go to them in order to ensure that they are taken care of. If students don’t practice safe sex, it’s only going to affect the college’s name.

I would be grateful if you could please take necessary steps that people who are allergic to latex can get as many women’s condoms that are non-latex.
