NORMALLY AIR PRESSURE EXERTS A FORCE ON SURFACE WHEN A BALLON BLOW THE INSIDE PRESSURE GREATERTHAN THE OUT SIDE PRESSURE. BALLON INTERNAL pressure has increased but ballon has not changed in size because the out side pressure has increased more than the inside pressure . when elastic recoil applied,because it pushes back quickly the out side pressure has increased the same amount as the inside pressure when elastic recoil is negligible.
