Communications campaigns involve disseminating messages to a particular group or population in a coordinated manner. It can be implemented in the following stages:
1.Identifying the population (and subpopulations) of interest
2.Identifying the best communication channel to reach population (and subpopulations)
3.Determine the content and best context of your message
4.Make a plan for message dissemination
5. Test the effectiveness of your campaign with the population (and/or subpopulation) of interest
What would you consider changing in relation to steps 2-4 above? Provide your rationale along with supporting references.

Other than step 2 I will prefer that instead of giving the information in the best way we can give the information in all the way to which possible so that the people get the messages from any source...
Little bit modification in step 4 after deciding we can make drawing, banners, little but streets plays so that people can come intentionally to see those things.. Make it interesting and cut and clear for the easy understanding of the population..
