This law actually evolved during the Medieval era and the English Poor Law System was based on this where the all the public aids would be provided to the poors. This was passed mainly to deal with the impotent poors. It aimed at providing employment, residency, no over-priced food and all other basic needs for survival.

2. The earliest residency requirements for the poor were enacted to determine eligibility for public assistance during 1601. It was first introduced by the Elizabethan Poor Laws passed in England. These laws mainly dealt stringently with the able-bodied poor through the enforment of residency requirement policies of "passing on" and "warning out".
