The best conflict resolution style in this case will be to have a cooperative discussion with both the department heads. A meeting can be conducted with agenda to discuss the budget cutoff and both the managers can be asked to come prepared with their budget allocation and actual expenditure report. The expected outcome of the meeting must be clear among the 2 parties involved i.e. budget cutoff of one of the departments. As this is a strategic decision of the company, the managers must comply to be honest and visionary. A detailed discussion can be done with the both managers and a consensual decision can be taken. This way, conflict scenario will be at its minimum.
