Such a law appears to carry a huge risk. Gun in every hand has the potential to create biggest law and order problem . Moreover, giving gun without background check can prove to be disastrous. Terrorist/anti social elements will get guns at will .They can carry out attack with much more ease and at much larger scale.
Furthermore , it will become difficult fir investigation agencies to resolve the cases and ascertain who has fired and whose gun was used.
Gun can provide personal safety but it is not sufficient . One need proper training to fire , and most important an extra vigil to keep it safe.
Such step only benefit the gun manufacturing cartel who will earn huge revenues.
