It is generalising the situation of blizzard in january without much proof or evidence. So it is a fallacy of hastily generalising a conclusion for all years to come.

1. d) ad hominem attacks credibility of an opponent in an arguement making the entire arguement invalid. here instead of making a counter arguement on the topic in hand, the credibility of the character, motive or speech of the opponent is attacked misleading the arguement and making his words worthless.
