Explanation / Answer
Access to clean water is indeed a basic human right. But an alarming problem exists in India wherein , as estimated by World Bank 21 % of people do not have to access to safe drinking water and more than half of all communicable diseases are spread through contaminated water.
Even if we focus only on advanced urban parts of the country , for example Mumbai the financial capital of india we find that there is repetitive news of drinking water problem. The city is near Ocean but still it has to depend on Monsoons for clean water supply. It is a shocker that BMC has failed to discharge their duty and wake up only during crisis and then go back to sleep instead of working out a permanent solution.
We all know that food , water , air and shelter are basic human needs. Things without which humans cant survive. Still it is ironic that not only poor villagers ,people living in remote areas , people living in deserts etc suffer from shortage of clean water but Large cities like Mumbai , which are at coast of natural water bodies face shortage. There are various causes for this apathy . Primarily lack of awareness, lack of intent , lack of planning and execution can be sighted as the reasons for Mumbai's current problem. Where in During too much rains it floods and otherwise there is a constraint for water throughout the year
