Please remove the star OR (*) from both the statements above i.e.

wait.until(ExpectedConditions.visibilityOfElementLocated(By.xpath("//a[@href='WevsAdmDB/jsp/deployments.jsp']")));

wait.until(ExpectedConditions.visibilityOfElementLocated(By.cssSelector("a[@href='WevsAdmDB/jsp/deployments.jsp']")));

Other than this, both of the above statements are correct.
