Over the years, healthcare has improved because of research. But hospitals in USA are overcharging customers. At places like in Europe, Healthcare services are good despite they are free. Hence, I believe that cost has not much to do with improved health care.

b. Yes, we need to consider rationing of health care as a means to control costs. Because a lot of people are misusing the healthcare services if provided free or subsidised heavily.
