Activity D has activity A and B as its immediate predecessors. Activity A is the immediate predecessor of activity C.
A takes 32 days. Between 21st July and 23rd August, no. of Federal Holidays = 0; No. of weekends = 4 = 8 days. So effectively, A will be completed by 31st August 2017 (23+8).
Activity B also starts from 21st July. B will take 35 days. So scheduled completion for B is by 3rd September 2017 (Applying same reasoning as for A)
C begins on 1st September, just after A is completed. Since D has A and B as its immediate predecessors, it cannot start before 3rd September. So D begins from 5th September (Since 4th sept is a federal holiday).
