Solution : No proposal is illegal. The proposal from commissioner to open public library in city was a long back decision, which is now on its way to award a tender to contractor. On the contrary, Mayer's proposal to protect the city by hiring more police portal is also in the welfare of city public and should be respected. However, the most important thing is to analyse the situation of city, which proposal is more critical in current scenario to be initiated first. Hence, rather than indulge in any argument, commissioner should calmly talk with mayer and discuss the opportunities coming through by opening public library. He should respect the views of Mayer and tell him that "it would also be taken care because public protection is our primary responsibility. But at this stage, what is critically required is to proceed for ongoing proposal of public library, which was then decided as the much needed in the interest of public, whom we serve. It is also contributing to the public welfare eventually. In the parallel, we can start planning to strengthen our police portal by hiring more and more police. And also, as you can see we have large fund balance, so we can utilise the same for the benefit of public by providing them best possible services.
