Yes, the social factors that lead to disparities in workforce representation for people of color can be overcome. We should begin by understanding the social factors that cause such disparities. In the broader social context the structural features of a society contributes significantly to unequal outcomes that occur due to the functioning of the cultural as well as social systems.
In terms of policy actions by government I would recommend the government is that the government should develop policies so as to remove those practices that systematically disadvantage certain groups including people of color. Government should put emphasis on provision of public education to help them explore the available opportunities more meaningfully and break from the constraints that hold them back. The Government should make its criminal justice policy more stringent (so as to avoid discrimination taking a violent or illegal turn), and develop race neutral policies on a pan nation basis.
In terms of private sector initiatives the management of private sectors should develop positive structural factors within their organization that will focus on the dynamics between individuals and small groups. Willful acts of individual employees should be strictly prohibited so as to remove any systematic disadvantages that the people of color are exposed to at workplace. Management should also train employees so as to remove any cognitive as well as any attitudinal bias.
In terms of actions by other stakeholders my recommendation is that individuals, families and members of community should focus on introducing diversity initiatives in different aspect of life. Society should discourage group competition, stereotypes, and development of other intrapsychic influences.
All these actions would have a significant positive impact on the human capital factor in the long run. Social and personality attributes will take a positive turn and will help in developing stock of knowledge as well as creativity of the human capital factor leading to addition of incremental economic value.
