If floating point numbers are to be stored only in normalized scientific notation (every number in the form of 1.F times 2^E, where F is fraction and E is exponent) that could mean 0 also needs to be represented in this format if it is declared as float (or double). 0 has to be an exception because it can't be represented in this form. So, 0 must be stored as an integer even if the variable with a value of 0 is a float or double. It is not different from one's and two's complement systems. computers understand all number systems (not just binary) and we can just teach computers to deal with the case of zero if it is a floating point, and computer will understand because it is very intelligent.
