Part (a) :

Yes, it is possible to determine which service provider has shorter outages. In a total of 40 observations Microsoft Azure has the outrage duration of 467.56 minutes with a variance of 1100.18 where as Rackspace has an outrage duration of 49.85 minutes with a variance of 872.58 in just 18 observations. Just by analyzing the data we can determine Microsoft Azure has shorter outages. It still has less outage duration than Rackspace even after 40 observations.
