Yes, for mission critical projects like the one described by you, Waterfall is the best suited methodology of development of product/ software. In fact waterfall was developed and initially used in many critical projects for Department of Defence. For the same reason, in Waterfall method, a lot of emphasis lies upon the time schedules, target dates and planning. As a whole, firm control is provided during the entire project with the help of elaborate written documentation, official assessments, and agreement/signoff by the user and information technology management taking place after most phases, before starting the next stage.
