In my opinion a memo would be more appropriate to deliver the message regarding half cut in bonuses and freeze on raises during the upcoming year. The memo should be clear, without hurting the employee feelings and the employees should not feel that they are underrated. The employees should also get a feeling that the things will become better in future and they would be rewarded enough according to the performance during the next revision cycle. Else they may feel de-motivated and try to leave the organization.
I would draft the memo as below.

Subject: Memo Regarding Bonus cut and Freeze on Salary Increase
Our company is going through a tough financial situation and as per the current scenario company is not in a position to give salary increment to the employees for the upcoming year. The main reason for the financial loss is the sudden decline in sales and we are trying to implement the best strategies that would help to get our position back in the market. Employees are our most valuable asset and we are trying to face the situation avoiding employee lay off. Hence the best possible way to face the current financial dilemma is to freeze the salary increase and cutting the bonuses to half. Though company is facing tough challenges in paying the bonus, half the bonus would be paid to the employees because we respect the dedication and hard work shown by the employees and care for their dependents.
We request all the employees to understand the situation and help the company to overcome the situation. We cannot achieve any success without employee support and the company would reward all the high performing employees once the company overcomes the crisis.
