Can you see the challenge here? A reliable measurement is one that is consistently measured. If everyone in a room were asked how cold it was, you would expect to see many different responses; yet if you asked what the temperature was, you would expect to see identical responses because they would all read the thermostat.

Let's pick burnout to measure the mental health of a person. Stress, burnout and hapiness are three interrelated phenomenon.There are some measures for measuring burnout but I will prefer gold standard which is also called as Maslach Burnout Inventory. It measures three dimensions of burnout: emotional exhaustion, depersonalization, and personal accomplishment. These three dimensions have different scales and measures to know the burnout of a person. Emotional exhaustion have 9 items where greater scale is for higher burnout, in the similar way depersonalization have 5 items which measures an unfeeling and impersonal response toward recipients of one's service, care, treatment, and instruction. Higher the scale means higher burnout. Personal accomplishment have 8 items which measures  feelings of competence and successful achievement in professional life, lower score means higher burnout.
