In a Networked Government System, selected, persistent and structured set of autonomous firms are engaged in creating products or services based on implicit and open-ended contracts adapting to environmental contingencies and co-ordinating and safeguarding exchanges. These contracts are socially binding and not legally binding. In this system, some non-gevernment organisation or private party is entrusted to perform or take over the work that may be beneficial for the society as a whole. Here, the executive branch of the government should ensure the work is done according to the constitution and the private party should not behave in a manner as a self government. Therefore, to protect the democratic values in a system of networked government, the executive branch must follow some procedures as discussed below:
