With the advent of Technology in every sphere of our lives, methods of management have undergone a massive change, be it management of private organisations or of governments managing a nation. This evolution has resulted in governments becoming facilitators for many essential services rather than direct service providers provision of private networks accountable to the government. This is an excellent solution for effective management and control of services making the entire system more efficient in comparison to the earlier hierarchical, narrow, and vertical organisational structure which made resolution of horizontal line problems impossible and complex due to autocratic central command centre. Networking has effectively simplified management of responsibilities of the government which in the current scenario require greater level of efficiency, responsibility and accountability which is facilitated by delegation of groundwork to private Service providers. On the question of ensuring protection of Democratic values within a new system which delegates lot of responsibility and therefore control to private players, the solution lies in ensuring accountability of the private players involved to the government agency and of the government agency to the public while maintaining adequate Independence and flexibility within the system for the service provider so that delivery and performance are not hampered by excesive monitoring and control. Considering that private providers are involved and in order to perform the duties efficiently I need to be provided access to interested with substantial public assets which rightfully belong to the nation and therefore the final responsibility blouse with the executive branch to ensure that highest level of responsibility and accountability is maintained through implementation of strategic control measures.

This involves imposing all public requirements on the private service providers who undertake the task of delivering the services. This involves enforcing stringent rules requiring high level of transparency of the organisation undertaking provision of such services through providibg of all profits, salaries and other processes to scrutiny, as well as compliance with all public record request. It requires network partners to implement required standards within the organisation but imposing fat stringent laws as to convert them into imitations of government Agencies defeats the very purpose of hiring private service providers by stifling the flexibility and creativity. with the unprecedented advancement in communication technology digital media and online networking almond monitoring and control of all services provided even through outsourced partners in ways which make absolute efficiency extremely achievable. The flow of communication all around is so quick, simple and reliable that control of all operations and minimising damages as well as providing adequate and immediate grievance redressal, has become relatively easy.
