Write a response to the following paragraph:

I was under the impression for a long time the term public management meant non-profits or a public service organizations management structure. They had to have a different knowledge of management in a public sector due to the government restraints (policies). However, in our readings I find the definition focuses on the overall management and nothing to do with the government restraints. Government context can strongly influence organization and management, which should be no different in public versus private corporations. To have effective public management skills is to combine the public-sector knowledge along with the managerial skill (Rainey, p. 5). When the National Association of Schools of Public Affairs and Administration offered an accredited program to emphasized management skills and technical knowledge rather than a modified master’s program in political science, was a turning point and raised the question how public management differs from business management. (p., 8) The practice of public management does include public organizations dealing with government bureaucracies. The private sector does not deal with the government bureaucracy within their business operations which cause managers to be effective not only by applying management procedures but also being able to negotiate external political pressures and administrative constraints (p., 11).       However, management is the dealing with people within the organization. The path is different for those who choose to work in public services because their motivations lean more to serve others and fulfill needs not driven by compensation. I think the most influential theory that impacts me is Maslow’s Hierarchy needs.   I believe his hierarchy of needs, humanistic model of assessing behavior addresses all individuals because we have a range of needs that need to be fulfilled. Without fulfilling the initial need, we cannot advance to the next level ultimately ending with the final level which is actualization. The actualization process if time to reflect on the work performed. As we are all different by nature, our physiological needs, safety, social needs, and esteem must be met before employees reach their full growth and development. I have very different motivators than some of my co-workers but we all do a great job and each of our needs are met differently. For Public managers, motivation for public service and employee engagement is different than my manager. Usually are limited and budgets are in place which cause lower compensation rewards in the public service. Employees are engaged because they make an impact on the organizational goals by the service work they perform and the need to understand these employees motivations give managers the ability to help them perform at higher levels.

Explanation / Answer

The public management is different from the management practices in private organizations as they have limited power in making decisions due to the involvement of government bureaucracies. But I don’t feel that public management does not satisfy the basic needs which include physiological, safety and social needs as per Maslow’s Hierarchy of Needs. In my opinion, public management employees are fairly compensated and they enjoy job safety than any private organizations. The social needs are also not affected in public sector as the employees have the freedom to interact with each other and they have plenty of time after office hours to interact with the people compared to the private management employees who work under high stress stretching the work hours. The esteem needs may be affected as public service organizations provide rewards less often and the employees are not given motivation like private organizations. Growth also takes time. As per my understanding, the author is not satisfied by his higher order needs and not basic needs. More than Maslow’s hierarchy of needs, the McClelland’s theory of motivation is impacting the author. The theory states about the importance of the three motivation factors including achievement, affiliation and power which is difficult to achieve in a public organization under the influence of government bureaucracies.
