Welch means by this statement that an effective mission statement should be one who knows the possibility of the success of that mission and hence design in such a way that it remains feasible rather than making a mission which in improbable and practically impossible. And, I fully agree with this explanation as I firmly believe that organisations should design their mission statement considering all the possibilities and avoid putting things which would be impossible for them to achieve. As far as the other statement i.e mission statements should be created by top management and values should be created by everyone in the company, I agree with this one as well. And, its important because it’s the responsibility of the top management to set up the mission for the company and everyone in the company should be aligned with that but values are something which each and every employee has to create so that it can properly be implemented.
