Ever since the Oklahoma City Bombing of 1995 and the attacks of 9/11/01, congressional hearings, official government reports and think-tank studies have all agreed that a lack of interoperable public safety communications remains a chronic problem that hampers the effective coordination of emergency first responder agencies in major incidents, Considering all the advances in IT/communications technology, and the unifying motive of protecting our nation from terrorist attacks, why do you think this problem has thus far defied resolution?Explanation / Answer
Public safety has been wrestling with a lack of interoperability for more then 50 years. If we tak example of our main incident of Oklahoma bombing and twin tower attack. These events highllighted the interoperability in play when publci saftey agencies were working together on a major incident cannot communicate with each other. Since then there have been number of positive steps taken to solve the problem.Examples of interoperability with comunications between agencies are more prevalent stil. In a city and a country of that city re both on band and their radio includes channels assigned to each other but they cannot communicate with fire agencies. Meanwhile the fire services Up and down the coast is on VHF and has 320 chanlles mobiles and 160 channel portables. Each year all the fire agencies come together to updat a acommon channel plan so fire personnel can communicate with each other during major incidences.
It has always been difficult for those , whose only exposure to voice , text and adat comunications has been through their use of a cel phone and or a tablet. Communiccation networks function like their wired predecessor for voice.If you want to talk to someone you. dial a 10 digit number , the phone on the other hand rings and that person will eihter asnwer the call or it will go to voicemail. If we want to talk t multiple people we can have cnferenc eon phonewhich taken even longer to set up If you want to watch a video you go tto website and select the file and start streaming to your phone.If you want to send picture you can send it by phne.
The advance in comunication sector open up of the spectrum. As they were opened for use the demand for licenses for the new spectrum was overwhelming so the FCC sliced up each segment of new specturm and assigned it o different users. The spectrum issued for use by public agencies were intermingled , in most cases with LMR specturm licensed to schol buses , business users, farmers and others. The advaneces in identifying more usable specturm Continue today as well. 5G commerical systems will be usin spectrum that a few years ago was considered suitabel for point to point microwave.now. it will be made available to increase spessd and capacity on commercial networks. , if you have a car that keep in your lane or stops before it hits another , you have radio sensors installed win your vehicle that are opertaing veyr highg in the radio spectrum.
This is the reason why its not successful yet as with the LMR section in the low band (30mhz--50mhz) , VHF as 170 MHZ .Then comes the UHF band including channles that wrer carved out in 1970's for paramdeic communicatison from the filed to hospitals. The 800-MHZ Band , then 700MHZ Band , 4.9 GHZ , 700-MHXLMR .These portions of public saftey are spaces twoo far from each other to be engineered into single radio. that includes all the pubic safety . band at a reasonable price. there higher cost for better band services.
Applications are not utilised as it should be as during normal time FM is working but during any kind of emergency networks for sure will get affected and will get change or may not receive signals for any kind of futher communication with public as it becomes very difficut to pass single mesage to all the areas of thecity as at one side it nay have network and message is passed but may be on second side no messade is passed, so discussions are going on fur future related to spectrum
