Operant conditioning (or instrumental conditioning) is a form of learning in which an individual's behaviour is modified by its consequences; the behaviour may change in form, frequency, or strength. A form of operant conditioning that has been used successfully to shape organizational behavior is known as Organization Behavior Modification. I would use OBM to deal with this problem.
