It is the responsibility of a project manager to complete the project within the timeline or deadline. He is having the right and responsibility to find alternative ways to meet the requirement of the project and to execute it effectively. Here the project manager identifies that an experienced and know ledged person in retail industry is very essential for the successful execution of the project.

The issue arises when the operations manager disagrees with this opinion of the project manager. The operations manager could have opposed this opinion because of many reasons like lack of time in recruiting, concerning about the cost that will incur in recruiting, financial situation of the company, ego etc. Being concerned about the effectiveness of the project the project manager can certainly highlight this issue as a request to the top executives during the meeting. He can place the requirement of a new team member and the critical reasons behind it in front of the sponsors and the top executives. This will make the authorities to think about it and can take appropriate decision.

Project sponsors are the important stake holders of a project who can be directly affected if there is any issue with the completion of the project. Certainly stake holders have equal rights to express their opinion and to take part in decision making process.
