once if one manager is missed the work and if he violates the law, it may impact on many people and they may also do the same thing. which may causes to a big damage to the organisation. usually employees will be in the same kind, they are not interested to follow the rules and regulations of their organisation.
if we are able to observe the employees and their working levels, then it is easy to understand them how they are doing their work.
