Explanation / Answer

NMB is an independent agency of USA athat majorly co ordinates labor management relations within rail and road.

NMB programs provide dispute resolution process in an integrated way to meet the statutory objective of minimizing strikes and work blocks in the airline and railroad industries. NMB''s are speceficially determined to promote three major goals

The pracitcal amendments from RLA is taken for building the norms and laws of NMB. So application of RLA in issues become much prevelant by statutory board of RLA.

Mediators role is a very crucial to understand the standpoint from both side during disputes. If they are influneced for the direction of outcome then the rols itself has become a mere shadow of the intension. So mediators has to be un biased and at the same time knowldegable on norms and right associated with the disputes, so that they can guide those two parties and should advise them or mentor them to identify the possibilities of resolving the issues through negotiation.

4 Types of Strikes:

The common feature of all major 4 strikes is all show negativity on the work they are doing either take a halt or interuption. Another commanality is root cause of major strike is deviation from the normal process or violation from the rights.

In the worst scenario where the company has to meet the demand in production because of pressure from the Clients/Customers during a strike time of employees , they are persist to work with non productive workers hired from outside or through supervisors who are not part of the strike.

Whipsaw strike/strategy is done via trade union against a few employer in industry or multi employer of different industry. This is of short duration and usually occurs during labor dispute or contract violations. It is actually an alarm or indicaion for a next level serious strikes. This technique is used for bargaining many needs.

Example for whipsaw strategy, the strike may be directed at an employer or employers in a group where the union believes are holding up an agreement for a long time, or to keep employers off balance in negotiations, strategically weaken the employer group's economic strength, and exercise the union's economic power over employer.
