About half of the paid lobbyists in Washington are former government staff members or former members of Congress. Why would interest groups employ such people? Why might some reformers want to limit the ability of interest groups to employ them? On what basis might an interest group argue that such limits are unconstitutional? Explanation / Answer

Interest groups are often thought of as "nonparty organizations" which regularly try to change or influence government decision-making. An interest group would want to employ former Congress-men and former government members as paid lobbyists because of their experience and networking. Since they are former government employees, they know how thing works and they have networks within to persuade the government.

Some reformers might want to limit the ability to interest groups because they think this could create biasness and also corruption within the group.

The interest groups might argue such limits by proving that what they are doing is in the interest of the people.
