I am trying to write an article with the prompt:
You supervise a number of employees who work on their computers most of the day. You have reason to believe that some or many of them are using their computers to surf the internet. What rules to you put in place to handle the situation? Defend the morality of the rules.
We are supposed to use ethical theories from our book to defend our answer. I am having trouble deciding which of these theories most closely would pertain to this prompt, and how they do so.

In order to handle the situation, employees can access the internet for 1 hour before lunch and 1 hour after lunch and during this period they can access all the legal sites including social networking sites. It will help the employee refresh themselves and can do any personal work during that period. The company can remove the access from employee’s work stations after this period so that employee can focus on their work. This rule helps to maintain the balance between work and fun without impacting the productivity of employees.
Reasonable Person Utilitarianism theory most closely pertain to this prompt because the consequences of this action is the only standard of right and wrong. It maximizes the benefit or pleasure while maintain the lowest level of pain or loss. There are very less employee who can feel the pain of not using internet whole day but with new rules they will absorb the change thus feel less pain.
