"ISF stand for importer security filling. This will allow America to keep their water port and citizen safety. It is the requirement for the importer to provide the following information, importer of record, consignee, buyer, seller, shipper, manufacturer, country of origin, HTS code and consolidator. Importers are responsible to pay the penalty of late or non-filing. However, there are some type of shipment that could waive the ISF, which are personal goods, military and government, diplomatic, carnets, international mail and informal shipment.

The strength of this requirement is to help USA to prevent any dangerous and illegal goods from unidentified exporter. It also helps them to have a safe port. The weakness would be that importers have to responsible all of the risk."
