This is because the number "$450 million" is a large number and it should be expressed in its simplest form which is $450 million and not $450,000,000. Secondly, "spring" is a season and not a proper noun and should not be capitalized as done in the third sentence.

2. The correct answer is "We need to gather all of our data for the Haley report by October 16, 2009 and distribute it to our employees."

This is because when figures are used to express dates, the full name of the month has to be mentioned and Secondly a comma is used before mentioning the year.

3. The second sentence is correct - While conducting research using an electronic database called EBSCO, I found an article titled “Ergonomic Office Equipment and the Prevention of Work Injuries.”

This is because the in the first sentence uses only opening quotation mark but there is no closing quotation mark. In the third sentence there is no opening quotation mark. The second sentence is correct as the name of the article is mentioned properly using both opening as well as closing quotation marks.
