The paper is at room temperature because the natural oxidation of glucose is an extremely slow process which is because the intermediate that needs to form for oxidation to proceed has very high activation energy and until that is supplied from external source the reaction is not initiated. So, as the reaction is proceeding infinitesimally slowly so no heat is generated.
