As the vinegar and bicarbonate react, CO2 is released to the air and sodium acetate is formed in the reaction mix. as more sodium acetate is formed there is less of the precursors in the mixture. that means that the reactants have a more difficult time colliding with each other to form more reaction products.

As the reactants are being consumed, the reaction rate lower due to the Concentration Decrease, Increases of reactants.
