Q1. Potential Energy increases with increasing particle distance. So, larger the distance between particles, larger the potential energy.

We know that solids have lowest particle distance, as molecules are tightly packed, followed by closely packed liquid state, and lastly the free motion particles of gaseous state. Hence, the potential energy is least for solid and maximun for a gas.
