To form a hydrogen bond, there should be a polar bond. Oxygen is more polar than hydrogen(H) so these two hydrogen atoms only makes hydrogen bond with other hydrogen and oxygen atoms.
In the given all the 4 structures, B is most appropriate than the remaining. The electronegativity difference between C and H is small so it is very difficult to form a hydrogen bond connected to carbon and oxygen and also other hydrogen connected to an other carbon.
Electronegativity difference between two hydrogens is zero so they don't form hydrogen bonding. So A, C, D are ruled out. The perfect answer is only B.
