According to the Bohr's concept enegy levels around nucleus in an atom are quantised. So, electron can absorb only a particular amount of energy which is corresponding to a particular energy level. Energy which is slghtly lower or slightly higher which is not corresponding to any particular energy level around nucelus is not absorbed.
So, hydrogen can not react with such type of energy of photon.
